Devon fulfills the role of Technical Manager for North Star Infrastructure GP (NSI), a partnership formed by Kiewit and the Tłı̨chǫ Government, which is responsible for the financing, construction, operation and maintenance of the Tłı̨chǫ All- Season Road from Highway 3 to Whatì, NT.

In his role, Devon is NSI’s primary interface with TASR roadway users, primarily consisting of Tlicho community members. He is NSI’s primary representative in the Project’s Corridor Working Group, within which NSI cooperates with local government and community agencies.

As Technical Manager, Devon has overseen all construction and operations activities on behalf of NSI, including all safety, quality and environmental aspects of the project. He has also managed project staffing during the operating period. The TASR’s operation and maintenance activities are currently staffed exclusively by indigenous employees.

Devon has been a Kiewit employee since 2012.

 Collett  is a business professional with 25+ years of experience that includes managing companies in the private sector as well as senior management roles in major resource projects and construction companies; A specialist in Indigenous consultation, stakeholder engagement, benefit agreements, socio-economic assessment and community development; Demonstrated knowledge and application of protocol, process and regulations specific to Indigenous consultation, Indigenous land claims and awareness of Indigenous culture and traditions.

Blaine is from Kapawe’no First Nation located in Northern Alberta and has a passion for working with Indigenous communities, Industry and Government Agencies to develop and strengthen long term, mutually beneficial relationships. His experience in community consultations, corporate and First Nation management, employment and trade training programs, economic and community sustainability planning has brought a multitude of socioeconomic benefits to many communities by supporting and managing the outcomes with industry.
